He also came under personal attack in 2012 when former Eastern State psychologists Douglas M. Gross and Sarah W. Bisconer won a defamation lawsuit against him and former Eastern State director of psychology, Deborah Mazzarella. Gross and Bisconer were each awarded $1 million.
A native of Columbus, Ohio, Favret graduated from Ohio State University with a master's degree in social work. He moved to Virginia in 1986 and devoted his entire career to providing mental health services.
But throughout his career at Eastern State, Favret came under attack for difficulties facing the hospital, most notably instances of patient abuse and neglect by aides.
Favret was relieved of his duties at Eastern State on Feb. 25, 2010, and replaced by Olivia Garland.

In 2001 Favret received the College of William and Mary's Prentis Award for his efforts to keep Eastern State open when the state wanted it closed.
In their lawsuit, Gross and Bisconer accused Mazzarella of making defamatory written communications about them to professional organizations outside of Eastern State at the encouragement of Favret. The lawsuit alleged that Favret and Mazzarella had a romantic relationship.

Favret is survived by his parents, James and Anne Favret; by Cindy Favret and their sons, Michael and Zachary; as well as brothers, a sister and nieces and nephews.
He was 65.
"I think he demonstrated the value of regional collaboration and what we can accomplish when we work together," Golden said.
