Flying Cloud Drive reconstruction planning moves forward
The project is led by Hennepin County with support from Carver County, Eden Prairie, Chanhassen, MnDOT and several other agencies.
The reconstruction project on Flying Cloud Drive (County Road 61) from Highway 101 in Chanhassen to Charlson Road is set to begin next year, with full closure on the roadway.

also aims to address many environmental concerns along the corridor. These concerns include wetlands (mostly on the south side of corridor), wildlife crossing from wetlands to bluffs, state listed plant species within construction limits, and bluffs (north side of road). This project will also address treatment ponds and the replacement of all existing drainage structures of the Lower Minnesota River Watershed District and Riley Purgatory Bluff Mens Nike Lebron X Basketball Shoes Creek Watershed District located along the road.
Average Daily Traffic (ADT) along the corridor peaked in 1996 at 25,000, according to a study by MnDOT (prior to the new Minnesota River crossing on Highway 169). In 2011, the ADT was 9,150. With an estimated traffic growth rate of 2 percent, the ADT is projected to be 14,700 in the year 2035.

Construction is proposed to begin in 2015 and will take 2 3 years to complete. Full road closure will be needed for through traffic during the construction. Local access will be maintained for all properties along the corridor.
This reconstruction will provide a new two lane roadway with shoulders, a continuous left turn lane, right turn lanes at key intersections and a multi use trail on the north side of the roadway. The goals of the project are to minimize transportation disruptions caused by seasonal flooding of the Minnesota River, improve safety, replace the existing pavement, improve water quality and create a pedestrian friendly corridor that links communities to regional trail corridors and parks.
"I never thought that area could look so bike friendly," Mayor Nancy Tyra Lukens said. "This will provide better access to some of our historic places."

project manager for the reconstruction, shared the latest developments on the project during a municipal consent public hearing at the March 4 Eden Prairie City Council meeting.
Next steps include drafting the Environmental Assessment Worksheet, which is scheduled to be published by late March or early April. The Right of Way Acquisition process will start in the middle of the year along with the final design, followed by construction beginning next year.
Three open houses on the project were held in the past year, giving residents and business owners a chance to learn more. In order to improve the pavement and water quality on the road, three bridges will be constructed, all along the Eden Prairie side. Staebell said the designs of the bridges are still being determined.
